Good question. I don´t think it changed very recently, but that said, it´s still a weird construction.
And eventhough I live in The Netherlands, I still don´t fully get the whole law thing.

You're not allowed to smoke cigarettes in public places. And as long as your weed 'doesn't'

have any tobacco in it, then I think all is ok. But I could be wrong...

Correct, in all public places (now including bars) it is not allowed to smoke at all.
However, as the Dutch are, you can still find a lot of bars that aren´t smoke free and found ways to dodge the law.
The law is meant that employees of such a place should´t be in smoke filled areas and that bars and restaurants should build a smoke area. Some bars made moved the actual bar to the cloackroom and transformed the whole area in one gigantic smoke area. You just have to pick up your own drink. So funny.
